Australia has strong cyber expertise across government, industry and academia, but no reliable way to mobilise it quickly during a major incident. Reserve Ready? draws on a CyberConnect! Perth workshop involving 31 professionals to examine whether a Cyber Civilian Reserve could provide trained and deployable teams for civilian response and recovery. The paper recommends testing the concept through a time-limited pilot, co-designing it with the emerging ADF Cyber Reserve while maintaining separate authority, and requiring operational readiness before deployment. Its central finding is clear: a reserve must be a mobilisation system — not simply a register of volunteers.
