Australia has strong cyber expertise across government, industry and academia, but no reliable way to mobilise it quickly during a major incident. Reserve Ready? draws on a CyberConnect! Perth workshop involving 31 professionals to examine whether a Cyber Civilian Reserve could provide trained and deployable teams for civilian response and recovery. The paper recommends testing the concept through a time-limited pilot, co-designing it with the emerging ADF Cyber Reserve while maintaining separate authority, and requiring operational readiness before deployment. Its central finding is clear: a reserve must be a mobilisation system — not simply a register of volunteers.
Organisations rely on public-key cryptography for almost everything they do online, but most cannot say where it is used, what it protects or how hard it would be to replace before a quantum computer can break it. Before Q-Day draws on a CyberConnect! Perth workshop involving 36 professionals to examine how businesses can prepare for the post-quantum transition, given that encrypted data can be harvested now and decrypted later. The paper recommends treating post-quantum cryptography as a multi-year migration programme, starting with an executive-sponsored 90-day work package to assign ownership, build a cryptographic inventory, rank exposure and secure dated supplier commitments. Its central finding is that the hard part is not choosing a new algorithm. It is finding the vulnerable cryptography already embedded across services, suppliers and legacy systems, and doing so before urgency removes choice.
